Former Judge Charged With Conspiracy To Retaliate Against A Witness

Charlie Paul Andrus, the former chief administrative law judge for the Huntington, West Virginia office of the Social Security Administration, is set for sentencing this fall. He could face up to 10 years in prison after pleading guilty to one count of conspiracy to retaliate against a witness.

Andrus is connected with eastern Kentucky attorney Eric Conn, who was indicted in April 2016 along with Administrative Law Judge David Black Daughtery for fraud, obstruction, money laundering, conspiracy, and false statement. In 2011, the Wall Street Journal published an article speculating about the role of Andrus in the scandal because he approved several of the fraudulent disability claims that the Daugherty submitted to him.

The SSA gave Andrus a demotion after the publication of the article. Andrus knew who offered information to The Wall Street Journal and blamed the person for his demotion. Andrus then hired a private investigator to catch the employee neglecting his work duties to get him fired.
