National Council of Social Security Management Associations president Rick Warsinskey said at a House of Representatives Ways and Means subcommittee on Social Security meeting on Thursday, July 14 that the Social Security Administration’s infrastructure, which is tasked with issuing Social Security numbers and giving out unemployment and retirement payments, at the moment runs on ancient COBOL (common business-oriented language) programming, with upload speeds of .25 Mbps (megabits per second), which is 20 times slower than most home internet service providers.

In 2008, the administration of former President George Walker Bush instituted a $300 million modernization program to update its Disability Case Processing System, a software program that seeks to make assessments of disability cases. This program eventually came to an unfruitful conclusion.

SSA chief information officer Rob Klopp told the committee how a move to Amazon Web Services would be in line with its Modern Development Environment project, to fast-track agile software development, shared services between multiple agencies, and the use of analytics to make data-driven choices.
